If it wasn't for that, I think the motivation to implement more bike lanes/trails etc... would grow - but as it is, we have it pretty good, and in my opinion, it is getting better all the time. ABA is working hard to align with Edm city council on these issues and we have a really healthy bike community here that is growing all the time. That might work alright in Bolder, but here in Alberta, I wouldn't hold out much hope. Firstly, you need to have a sense of community that would actually call for this type of change. I've only lived here for a couple years, but this type of community mindedness is lost here. Albertan's want things fast and on the cheap, and forget about introducing a new tax to cover off bike lanes or o build more trails... I wouldn't want to be the politician that hung their campaign on that promise. And practically speaking, here in this climate, with the frost-heave, just the added paving/maintenance costs of wider roads, more trails etc... would be too much for people to accept. I think this video is a good case study on urban planning as it relates to cycling. I would love to live in Boulder; I have a cousin who lives there and she loves it.
